Never send a buyer more than they'll take.

Give each buyer a daily cap. When it is full they are skipped, or their extra leads are held and sent at the start of their next day.

What happens when a buyer's cap is full?

You choose. Either the buyer is skipped and the lead moves on down the waterfall, or the lead is scheduled and sent to that buyer when their next day starts.

A cap can be split between ad platforms, so one network cannot use up a buyer's whole day. You hear about it the moment a cap fills.
